<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus for improving the abrasion resistance, scratch resistance and cleanability of an image carrier, suppressing image blur and filming, and further stabilizing these effects even in long-term repeated use, and to provide a process cartridge. <P>SOLUTION: The image forming apparatus includes the image carrier, electrifying means, developing means and image carrier protecting agent supply means. The outermost surface layer of the image carrier contains a curable resin and a filler; in the surface shape of the outermost surface layer, arithmetic average waviness Wa, obtained by a waviness curve obtained by filtering a coarse component with a λc contour curve filter 0.25 mm and by filtering a wavelength component longer than the waviness with a λf contour curve filter 2.5 mm, is 0.05 to 0.3 μm; and the average length WSm of a contour curve element is 0.5 to 1.5 mm.
