<P>PROBLEM TO BE SOLVED: To improve a seal structure that brings a bottom member into close contact with an inner tube via a seal member, concerning the seal structure and a fluid pressure damper having the seal structure. <P>SOLUTION: In the seal structure, the inner tube 2 is made to penetrate the inside of the bottom member 3 having an annular columnar hollow, and the internal periphery of the bottom member 3 and the external periphery of the inner tube 2 are made to contact with each other via the annular seal member 5.
