<P>PROBLEM TO BE SOLVED: To provide a tunnel construction method that makes constructibility proper and that dispenses with drastic extension of a construction period. <P>SOLUTION: This tunnel construction method is invented by focusing attention on the fact that bleeding water gathers onto a top 5a of a waterproof sheet 5 during placement of secondary lining concrete 6. Bag cement 10 is disposed on this location.
