PURPOSE: A method for storing and using heat-storage and cold-storage material layers is provided to reduce the exhaustion of carbon dioxide and to store agricultural and marine products for a long time. CONSTITUTION: A method for storing and using heat-storage and cold-storage material layers comprises an energy producing unit, a cold-storage unit, a heat-storage unit, an opening and closing controller(10), and a cutoff plate(13). The energy producing unit produces cold and hot air. The cold and heat storage units store the cold and hot air flowing from the energy producing unit. The opening and closing controller controls the circulation of the cold and hot air. The cutoff plate cuts off the reverse circulation of the cold and hot air.
