<P>PROBLEM TO BE SOLVED: To further improve skin permeability toward utilization of an S/O formulation for percutaneous drug delivery anticipating a systemic action. <P>SOLUTION: The S/O formulation for percutaneous drug delivery comprises: a drug; and a gold nanorod having an absorption band in the region of 650 to 2,000 (preferably, of 680 to 1,200 nm, more preferably, of 700 to 900 nm). The gold nanorod is the one made to be biocompatible, preferably, is the one subjected to surface modification with polyethylene glycol.
