<P>PROBLEM TO BE SOLVED: To facilitate obtaining an image with desired quality. <P>SOLUTION: An inverse quantization part 121 of an image encoding device 100 inversely quantizes a quantization coefficient by a method corresponding to quantization by a quantization part 102 to generate a wavelet coefficient. An error detection part 122 compares a wavelet coefficient output from a wavelet transformation part 101 with the wavelet coefficient supplied from the inverse quantization part 121 to calculate an error MSE therebetween, and calculates a mean square error PSNR(Peak Signal-to-Noise Ratio). A code stream generator part 106 adds the PSNR which is calculated for each layer to a code stream.
