<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a hot-rolled steel sheet that controls oxide scale (mill scale) formed on the surface of the steel sheet through hot rolling, prevents the occurrence of surface defects caused by red scale for Si-containing hot-rolled steel sheet to achieve excellent appearance, and is suitable for manufacturing a hot-dip galvanized steel sheet in which the occurrence of appearance defects due to non-coating or red scale is prevented and excellent appearance is achieved; and to provide a method of manufacturing the hot-dip galvanized steel sheet, which prevents appearance defects due to non-plating or red scale and achieves excellent appearance not depending on types of CGL heating furnaces. <P>SOLUTION: The method of manufacturing the hot-rolled steel sheet includes a slab heating step of heating a steel slab in a slab heating furnace, a step of hot-rolling the heated steel slab to obtain a steel strip by a rough rolling mill and a finish rolling mill, and a winding step of winding the steel strip by a winder.
