PROBLEM TO BE SOLVED: To provide a method and a device for forming a film structure body with dustproof properties composed of a plurality of transparent inorganic surface structure bodies arranged on a transparent substrate.

SOLUTION: A method for forming a film structure body includes providing a transparent substrate 102 and forming a plurality of transparent surface structure bodies arranged on the transparent substrate 102. The respective transparent surface structures are composed of inorganic materials.
