PROBLEM TO BE SOLVED: To provide a device for removing harmful substance which can oxidatively decompose a harmful gas component caught into circulating water with high efficiency and can reduce the preparation of a harmful intermediate product produced upon the decomposition of the harmful gas component, and to provide an air cleaning apparatus using the device for removing harmful substance.SOLUTION: The device for removing harmful substance includes: a UV-transmissive partitioning body 24 that constitutes an air chamber 26 on an inner part inside a tubular container body 23; a UV-irradiation lamp 30 in the air chamber 26; a photocatalyst 2 deposited on a support, filled in a fluidized bed 25 between the container body 23 and the transmissive partitioning body 24; an air pump 38 that introduces air into the air chamber 26; and an aeration pipe 42 that aerates the fluidized bed 25 with air in the air chamber 26, whereby the circulating water that passes through the fluidized bed 25 and is capable of catching the harmful gas component is circulated.
