PROBLEM TO BE SOLVED: To provide a method for firmly forming a soft conductive layer containing an elastomer on a base material surface made of an elastomer, irrespective of adhesion between the elastomers. SOLUTION: A conductive layer 12 containing an elastomer and a conductive agent is formed between an elastomer-made first layer 10 and an elastomer-made second layer 11. A conductive material 22 containing an uncross-linked material of an elastomer for a conductive layer and a conductive agent is arranged on a joint surface 20a arranged at least one of front and rear surfaces of the uncross-linked material 20 of the first layer elastomer. The conductive layer 12 is formed by cross-linking only the conductive material 22. An uncross-linked material 21 of an elastomer for the second layer is arranged so as to cover the joint surface 20a and the conductive layer 12. The uncross-linked materials 20, 21 of elastomers for the first and second layers are integrally cross-linked in a method different from the cross-linking method of the conductive material 22 to form the first layer 10 and the second layer 11.
