IMAGE ENCODING DEVICE AND METHOD, AND RECORDING MEDIUM

PROBLEM TO BE SOLVED: To prevent a mismatch with other data in reproducing video stream recorded by re-encoding.

SOLUTION: A transport stream input in a recording apparatus 1 is supplied to a demultiplexer 12 and an analyzing block 13. The analyzing block 13 outputs non-video stream information to a coding controller 18. The coding controller 18 controls the encoding operation of an encoder 15 on the basis of the input information and outputs video coding control information to a coding block 20. On the basis of video coding control information, the coding block 20 generates multimedia display sub information (including information about a picture frame for example) which prevents a mismatch from occurring between video and other data on the reproducing side and outputs this information to a writing block 21. The writing block 21 records the video stream and other data to a recording medium 22 as well as the multimedia display sub information generated by the coding block 20.
