PROBLEM TO BE SOLVED: To form a side part of cushion rubber in accordance with a surface of a base tire by easily changing a shape of the side part of the cushion rubber when a retreaded tire is manufactured. SOLUTION: A mouthpiece 33 of an extruder 20 extruding the cushion rubber G is arranged so as to face the base tire T, and both the molding members 40, between which an extrusion port 33B of the mouthpiece 33 is sandwiched, is let to contact the base tire T. By this, the molding members 40 demarcate the side part between the mouthpiece 33 and the base tire T. The molding members 40 are rotated around the end on the side of the extrusion port 33B close to the mouthpiece 33 as the center to change an arrangement angle of the molding members 40 in accordance with an inclination of the surface of the base tire T the molding members contact. The base tire T is rotated around the axial line. The cushion rubber G is extruded from the extrusion port 33B of the mouthpiece 33, and the side part of the cushion rubber G is formed by the molding members 40.
