PROBLEM TO BE SOLVED: To provide a closure block assembly having a design with an overall blade, which reduces efficiency loss in comparison with a design with no blades. SOLUTION: A turbine wheel 100 of a set 1310 of bladed buckets includes axial projections projecting outwardly from both sides of the wheel and formed on substantially the entire periphery of the wheel expect for an interruption by a notch formed by removal of portions of a male dovetail 110 at a bucket loading location. A closure group 1305 includes a bladed closure bucket 1330 and a pair of adjacent bladed buckets 1340, each having a root portion, a platform, and an airfoil. The root portion includes retaining grooves 1338, 1348 having a non-circular cross section. A retaining key 1350 has a non-circular axial cross section, and is configured so as to fit into an opening defined by opposing retaining grooves in the bladed closure bucket and the bladed buckets.
