<p><P>PROBLEM TO BE SOLVED: To unitarily manage various requests made by a client device, and to unitarily perform reserve processing which uses a transmission line in future, and instant processing which uses a transmission line immediately. <P>SOLUTION: Event information including a request made by a network apparatus for setting up, discarding, or changing a transmission line is collected, and the network apparatus is controlled in accordance with a prescribed procedure so as to control the transmission line which is searched by a scheduling means, and set up, discarded, or changed on the basis of the collected event information.
