PROBLEM TO BE SOLVED: To provide a drive unit of a stepping motor which is hardly stepped out by monitoring and drive-controlling a positional relationship between an excitation stabilization point of the stepping motor and a rotor, and is stably driven by performing torque control, and a drive method. SOLUTION: When successively setting an excitation stabilization point so that a rotor reaches a rotor position which is indicated by a position command outputted by a controller 3, an excitation phase control part 4 calculates an excitation phase setting command which displaces the excitation stabilization point clockwise or counterclockwise with respect to an actual rotor position obtained by a rotor position counter 7, and controls the magnitude and the direction of a torque generated at the stepping motor 1 by outputting the excitation command corresponding to the excitation phase setting command to a motor driver 5.
