A video signal processing device is provided with memory banks (10, 11); a video write-in means (12) for selectively writing a video frame in a memory bank at a first frame rate; a video read-out means (13) for selectively reading out a video frame from a memory bank at a second frame rate; a write-in control means (14) for instructing the video write-in means as to which memory bank the video frame should be written to; a read-out control means (15) for instructing the video read-out means as to which memory bank the video should be read out from; and a timing adjustment means (20) for instructing the video read-out means to change a video setting relating to the read-out after a predetermined time has passed from the time when the video write-in means changed the video setting relating to the write-in and the writing of the video frame in the memory bank was started.
