A second housing 2 is aligned with a first housing 1 at a predetermined position using positioning means that determines the mounting position of the housing 2 with respect to the first housing 1 at the predetermined position; steering shaft supporting sections 10 and 20 and output shaft supporting sections 11 and 21 are provided in the first housing 1 and the second housing 2 respectively while the housings being mounted using screws or the like; the second housing 2 is removed temporarily from the first housing 1; a steering shaft 3 and an output shaft 4 are supported using the steering shaft supporting sections 10 and 20 and the output shaft supporting sections 11 and 21; and the second housing 2 is aligned again with the first housing 1 at the predetermined position using the positioning means and mounted.
