PROBLEM TO BE SOLVED: To suppress variations in a feedback circuit constant caused by the variation in the constant of a passive element in an error amplifier. SOLUTION: The invention provides a configuration, allowing the feedback circuit constant in the error amplifier to be determined which depends on not only the constant of a passive element but also the gain of an active element. The error amplifier has a configuration, including a voltage-to-current converter 20 which is an active element. In addition, a first terminal 11, a second terminal 13, an operational amplifier 16, a first resistor R1, a second resistor R2, first to fifth transistors, a first current source 14, and a second current source 15 are integrated into an integrated circuit, and a capacitor C1 may be externally mounted.
