PROBLEM TO BE SOLVED: To improve joining accuracy, and quality in a web, without causing contamination such as dust. SOLUTION: A web 34 of an old roll 26 and a web 54 of a new roll 30 are simultaneously cut by an upper blade drum 42 and a lower blade drum 44. The web 34 after cutting is extracted by weakening an interposingly pressing force to the web 34 and the web 54 by the upper blade drum 42 and the lower blade drum 44. The cut web 34 and web 54 are carried by the lower blade drum 44, and while being interposingly pressed between the lower blade drum 44 and a first joining drum 46, a joining tape held by the first joining drum 46 is joined by sticking to the rear end of the web 34 and the tip of the web 54.
