PROBLEM TO BE SOLVED: To reduce an investment cost and a running cost when a CATV company constructs a new transmission path, and also to reduce a risk in the setting error of the configuration setting and also an operating cost. SOLUTION: A cable modem termination system (a CMTS 11) includes a plurality of physical interfaces (an IF1 and an IF2) for connecting the first transmission path (an HFC transmission path 6) and the second transmission path (an FTTH transmission path 7), which respectively store a plurality of cable modems (CM 21, 31, 41, 51). The system includes a control part 110 for performing the multi-address transmission of test signals by different frequencies to a plurality of cable modems by each physical interface, monitoring the responses so as to determine whether the transmission path for storage is the first or second transmission path, and then, performing the corresponding scheduling, based on the determination result.
