PROBLEM TO BE SOLVED: To provide a control apparatus which allows a communication device to belong to a base station that has a larger relative throughput out of a plurality of base stations that can perform wireless communication with the communication device, to provide a control method, and to provide a control program. SOLUTION: The control apparatus 1 which controls an MS that performs wireless communication with a plurality of BSs has a throughput calculator 12 which calculates a throughput based on at least a part of communication information received by the MS from the BSs, and a control apparatus which controls at least either an MS communication establishment operation or an HO execution operation so that the MS belongs to the BS that has a larger relative throughput of the plurality of BSs that can perform wireless communication with the MS.
