PROBLEM TO BE SOLVED: To provide a cutting tool insert for lath cutting work of steel comprising a cemented carbide body and an post-treatment film. SOLUTION: In the cutting tool inset, a first extreme internal layer belt has a total thickness of 0.7-4.5μm, and comprises at least two layers of TiC<SB>X</SB>N<SB>Y</SB>O<SB>Z</SB>(X+Y+Z≤1), a second multilayer belt is alternate layers of 5-31 in total and comprises Al<SB>2</SB>O<SB>3</SB>and TiC<SB>X</SB>N<SB>Y</SB>O<SB>Z</SB>(X+Y+Z≤1), favorably,κ-Al<SB>2</SB>O<SB>3</SB>and TiN. The Al<SB>2</SB>O<SB>3</SB>-layers each have a layer thickness of <0.5μm, the TiC<SB>X</SB>N<SB>Y</SB>O<SB>Z</SB>each have a thickness of 0.01-0.2μm and the multilayer has total thickness of 1.0-4.0μm. The multilayer is exposed toward a rake face and a flank along a cutting blade line and its length is at least 0.03 from the cutting blade line of the rake face, and favorably contact length of a cutting chip is at the most 0.9 mm and is 0.02-0.2 mm on the flank.
