PROBLEM TO BE SOLVED: To comprehend a large number of program contents in a short time, by generating zapping data taking into consideration the information on the content of a program and the preference of a viewer, as well as, zapping data of programs which has not been viewed in the past. SOLUTION: The recorded program selecting device stores recorded programs and acquires still images and metadata generated on the basis of at least caption information from the moving images of the stored recorded programs. Then, viewing operation of a viewer is inputted as remote control information; when a shift is made from the still image to a moving image, at least the metadata corresponding to the section of viewing the moving image are stored; and the representative still image information of each program is selected on the basis of the still image, the metadata and the metadata corresponding to the section of viewing the stored moving images. Then, the zapping data are acquired from the acquired still image, the metadata, the moving image, the inputted remote control information and the selected representative still image information, zapping operation is controlled, and controlled result of the zapping control means is displayed.
