<p><P>PROBLEM TO BE SOLVED: To provide a writing information processor and writing information processing system capable of associating information with writing on a medium. <P>SOLUTION: In a portable terminal 70, when content is associated with writing, a browser management part 72 records a content URL displayed on a screen at the time, a handwriting management part 73 obtains handwriting information and stores the obtained information in a handwriting management information storage part 74, an area specification part 75 specifies an area on the medium for associating the content based on the handwriting information stored in the handwriting management information storage part 74, and an association information management part 76 generates and stores in an association information storage part 77 association information on the specified area and the recorded URL.
