PURPOSE: A coating composition for forming a low refractive layer is provided to ensure excellent scratch resistance, antifouling property and adhesion as well as anti-reflection properties such as haze and reflectivity. CONSTITUTION: A coating composition for forming a low refractive layer includes (A) organic-inorganic hollow silica particles coated with a multi-functional silane compound of chemical formula 1, (B) photoinitiators, and (C) solvent. In chemical formula 1, L is 1-3, R1 and R2 are C1-10 aliphatic or aromatic hydrocarbon, R3 is hetero atom-containing or hetero atom-free C1-15 aliphatic or aromatic hydrocarbon, R4 and R5 are respectively hydrogen or hetero atom-containing or hetero atom-free C1-15 aliphatic or aromatic hydrocarbon, and R6 is C1-30 hetero atom-containing or hetero atom-free aliphatic or aromatic hydrocarbon.
