<p><P>PROBLEM TO BE SOLVED: To generate the integrated attributes of corresponding configuring elements including the common attributes of target configuring elements by the other regulation processing apparatus when regulation processing is performed by a plurality of regulation processing apparatuses. <P>SOLUTION: A configuring element storage means in an information processing apparatus has unique attributes as attributes to be used only by a target regulation processing apparatus and common attributes as attributes commonly owned by a plurality of regulation processing apparatuses and integrated attributes generated based on the unique attributes or the common attributes, and stores configuring elements as information to be used by the target regulation processing apparatus.
