PROBLEM TO BE SOLVED: To provide a fixing device employing a belt member on at least one side of a heating side and a pressing side, and an image forming apparatus, which prevent an image failure by torque increase of a belt after long term use or a rotation failure of the belt. SOLUTION: This fixing device F includes a first rotating body 130 to be heated and a second rotating body 201 facing it, and heats and presses a recording material and fixes a toner image to the recording material by conveying the recording material 105 holding the toner image in a fixing nip section 101 formed of the first and second rotating bodies. At least one rotating body 130 is a belt-shaped rotating body that rotates while its inner surface is slid on the other member during the fixing operation, and the inside of the belt-shaped rotating body has an application member 301 for applying a lubricant. The application member 301 comes into contact with the inner surface of the belt-shaped rotating body 130 with a timing other than gripping conveyance of the recording material 105 to the fixing nip section 101, and supplies the lubricant.
