PROBLEM TO BE SOLVED: To provide a carrier belt which is superior in both attraction performance and separation performance of paper, superior in paper sending accuracy, and superior in cleaning performance and durability. SOLUTION: This seamless carrier belt includes an outer layer including a polyimide-based resin and having a surface resistivity of 1×10<SP>6</SP>to 1×10<SP>13</SP>Ω/square, and an inner layer including the polyimide-based resin and having a surface resistivity of 1×10<SP>13</SP>Ω/square or more, wherein a difference between the surface resistivity of the outer layer and the surface resistivity of the inner layer is 2.0 or more in common logarithm.
