PURPOSE: A method for measuring quality of voice and video services in a packet network is provided to measure quality of a service device, thereby showing a quality measurement result by a numerical value. CONSTITUTION: A quality measuring server(140) requests quality measurement to a quality measurement agent(120). The quality measuring server receives data from the quality measuring agent. The quality measuring server calculates loss and delay by order number information, arrival time information, and jitter buffer information. The quality measuring server measures quality of a quality measuring agent direction. The quality measuring server calculates loss and jitter delay by a packet number and transmission time in a header of the data.
