PROBLEM TO BE SOLVED: To provide a coin-shaped or a button type secondary cell or a capacitor preventing a short-circuit by water drops between a negative electrode terminal and a positive electrode can. SOLUTION: A step 117 is provided upward from a negative electrode can side bottom surface 116 to a negative electrode terminal 112 connected to a negative electrode can 105 side, extended to a radial direction of the negative electrode can 105, and an attaching part is prepared outside an outer diameter of a positive electrode can 103 and below a bottom surface of the positive electrode can 103. Degradation of preservation under a high temperature and moisture can be improved significantly by the step 117. And also, it is effective for preventing a short-circuit of a negative electrode terminal with the positive electrode can or an inferior terminal attaching which tends to occur in handling.
