<p><P>PROBLEM TO BE SOLVED: To detect interruption of line connection and recovery from the interruption of line connection between a monitoring control device and a transmission device in a short time. <P>SOLUTION: When a fixed-cycle health check notification from a transmission device 2 is not received within a waiting time of a health check waiting timer, a determination part of the monitoring control device 1 determines it as "interruption of line connection" (ST5).
