PROBLEM TO BE SOLVED: To provide a checking system for designing a building which has a process which determines whether an amended design drawing is appropriate, especially every time a design drawing is amended, to make a designer pay his/her attention and always provides an appropriate design drawing to optimize or shorten a construction period; and to provide a facility planning system which is equipped with the checking system, and a facility planning method. SOLUTION: The checking system includes; a database 2b which stores specification information on a building or a facility which a designer uses when he/she designs the building by using a building designing device 1; and a comparison/determination means 2c which receives a result of analysis and evaluation to a prepared design drawing of the building, and compares the result with the specification information, and then determines whether the state in the design of the facility in the design drawing is appropriate on the basis of the result of the comparison.
