PROBLEM TO BE SOLVED: To perform a communication without degrading communication quality of all a plurality of flows when the communication speed of a communication line is decelerated. SOLUTION: A communication control apparatus receives a plurality of flows to which information to be transmitted from a transmitting-side device has been determined, and calculates a receiving speed at which the information is received. A flow of the received information is then transmitted to a receiving-side device and a transmission speed, at which the information is transmitted, is calculated. It is determined whether or not the receiving speed exceeds the transmitting speed and if it is determined that the receiving speed exceeds the transmitting speed. A determined flow among a plurality of received flows is determined as a flow to be stopped.
