摘要 PROBLEM TO BE SOLVED: To provide a carrier which has a uniform coating layer having a desired low resistance value on a carrier core material surface, and prevents toner spent, scraping of a carrier coating layer, and resultant color fading of toner even in long-time stirring, and to provide a developer using this carrier. SOLUTION: The carrier comprises core material particles comprising at least a magnetic material, and a coating layer formed on the surface of the core material particles. The coating layer is formed by using at least (i) a colloidal silica, (ii) a condensate of alkoxysilane expressed by general formula (1): Si(R<SP>1</SP>)<SB>a</SB>(R<SP>2</SP>)<SB>4-a</SB>, (iii) phosphorus-doped conductive tin oxide fine particles comprising free particles of a phosphorus-doped tin oxide, and a coating layer liquid including a solvent, and a colloidal silica content of the coating layer is <60 mass%.
