PURPOSE: A device for generating a visual attention map and a method thereof are provided to generate a visual attention map in the image which is down-scaled in a rectangular image. CONSTITUTION: A downscaling unit(110) generates a downscale image by downscaling a 2D image, and a feature map generator(120) extracts the feature information from the 2D image and the downscale image to generate a feature map. An attention calculation unit(130) uses a feature map and performs a low-level attention computation to generate a visual attention map. The downscale unit downscales the 2D image into plural rectangular images.
