PROBLEM TO BE SOLVED: To provide a turning arm with a heat radiation device capable of efficiently radiating heat generated from a heating element such as a motor even if a thermal conduction path is elongated, and to provide a horizontal articulated robot with the turning arm. SOLUTION: A second arm 15 that is horizontally turned around a support shaft 14 includes: a heat absorbing part 36 thermally coupled with a second motor M2 installed thereon; and a heat radiation part 31 that radiates absorbed heat to the outside of the second arm 15 through a heat pipe 35 thermally coupled with the heat absorbing part 36. The heat radiation part 31 is set farther apart than the second motor M2 from the support shaft 14 and radiates heat transmitted from the heat absorbing part 36 by a formed airflow while forming the airflow around it based on air received from the turning direction of the second arm 15.
