PURPOSE: A water-soluble coating composition for an organic compound-coated steel sheet, and a manufacturing method thereof are provided to secure the excellent coherence force to a galvanized sheet material. CONSTITUTION: A water-soluble coating composition for an organic compound-coated steel sheet contains the following: 26~50wt% of acryl group-added carboxylated low-density polyethylene solubilized resin with 20~30wt% of solid content with a carboxyl group of an acryl group substituted with potassium or the ammonium salt; 5~25wt% of titanium or zirconium complex compound solution; 5~25wt% of micro-sized methyl or ethyl siliconate; and the balance of water.
