PROBLEM TO BE SOLVED: To simply and accurately measure the resistance value of a resistor involved in a data input line to an IC mounted on a panel substrate. SOLUTION: The IC includes, switch circuits 51-1 to 51-n which connect all of circuits 33-1 to 33-n for inputting data to a processing block performing a logic processing to a reference voltage VSS, when a control voltage indicating to switch to the resistance measuring mode is input, and a control circuit 54 for stopping an analog processing. Also, one reference voltage connection wiring 131b is connected to a plurality of reference voltage connection terminals of the IC, and the reference voltage connection wiring 131b is formed so that the wiring width is larger than the width of a data wiring connected to a data input terminal disposed in the IC. By the switching circuit, in the IC the data input terminal to which the data wiring composing the data input line that is the measurement object is electrically connected to at lease any of the plurality of the reference voltage connection terminals.
