<P>PROBLEM TO BE SOLVED: To reduce a time of zone operation. <P>SOLUTION: This delegation information generation device receives input of a condition (a zone name, kind information of a sample, or the like) about the zone operation performed to a domain tree, and acquires the sample of delegation information to be applied to the zone operation from a delegation information sample management DB. Next, the delegation information generation device substantializes the sample by the use of the received condition to generate the delegation information fit for the zone operation.
