<P>PROBLEM TO BE SOLVED: To provide an inexpensive iron-containing member for proliferation of marine plankton which controls deterioration of the environment of the sea surface and has an average specific gravity of ≤1. Ž<P>SOLUTION: An outer shell layer 13 wrapping almost entirely the outside surface of a spherical member 12 as a float is formed. The outer shell layer 13 contains iron or an iron compound (e.g., FeO), and releases iron ions into the sea water.
