<P>PROBLEM TO BE SOLVED: To provide a method, an apparatus, and a program for estimating tire state and for eliminating the need for zero adjustments when the state of tires is estimated. Ž<P>SOLUTION: The tire state estimating apparatus measures displacements of a predetermined section to be measured of a side part of a tire rotating while being in contact with the ground for a plurality of different states of contact with the ground (step 100, 102), determines Fourier series indicating displacements of the section to be measured on the basis of measured displacements of the section to be measured for each condition of contact with the ground (step 104), determines an proximate expression indicating the relation between a component value of a prescribed order and the state of contact with the ground on the basis of the correlation between a component value of the prescribed order of each Fourier series and each state of contact with the ground (step 108), and determines the state of contact with the ground corresponding to the component value of the prescribed order of the Fourier series determined on the basis of results of the measurements of displacements of the section to be measured in any state of contact with the ground by the proximate expression.
