PROBLEM TO BE SOLVED: To associate a device identifier with an access key without limiting addresses usable by peripheral devices. SOLUTION: A bus number table 121 includes a function to retrieve an entry matching a bus number 711 of an input/output device identifier 710 from bus numbers retained in each entry. If a matching entry exists (in a case of a PCI device), its storage location is set as a bus index, and is set as an access index together with a device number 712 and a function number 713. If a matching entry does not exist (in a case of a PCIe device), the bus number 711 and the function number 713 are set as access indexes.
