<P>PROBLEM TO BE SOLVED: To provide a diaphragm-type actuator that prevents a film member from being creep-deformed. Ž<P>SOLUTION: The diaphragm-type actuator 1 includes a case 2 in which a film stretching opening 20 is opened, a plurality of electrode films 300, a dielectric-elastomer-made dielectric film 301 that is interposed between at least a pair of electrode films 300 of a plurality of electrode films 300 so as to expand/contract in the surface direction by changes in applied voltage between the pair of electrode films 300, a film member 3 for sealing the film stretching opening 20 while the peripheral edge is fixed to the rim of the film stretching opening 20, a biasing member 4 that applies a biasing force to the film member 3 in the driving direction intersecting with the surface direction of the film member 3, and a suppressing member 6 for suppressing at least a part of the biasing force applied to the film member 3.
