PROBLEM TO BE SOLVED: To eliminate the need for high processing technology and the number of processes when forming a roller from a crown-shaped rubber roller and a high resistance coating material applied onto the surface of the rubber roller. SOLUTION: The apparatus uses, as a secondary transfer roller, an electroconductive type roller the periphery of which is formed from a conductive, elastic layer with the characteristic in which resistance increases upon receiving pressure, the periphery having a uniform diameter. In accordance with the phenomenon in which the resistance values of both ends of the secondary transfer roller becomes higher than the resistance value of the middle of it during transfer, the periphery of a counter roller disposed opposite the secondary transfer roller and inside the transfer belt is covered with different tubular resistance members 29 (29a, 29b) and 31. The tubular resistance members 29 at both the ends form low resistance layers and the middle tubular resistance member 31 forms a high resistance layer. Consequently, the resistance value that is low in the middle of the secondary transfer roller and high at each end of it during transfer is made uniform by the total of the resistance layers of the counter roller, and a uniform transfer current flows in the axial direction.
