<P>PROBLEM TO BE SOLVED: To provide a handrail device of a passenger conveyor of a machine screw-less structure without slipping out packing, by reducing the number of part items. Ž<P>SOLUTION: An edge part on the holder side of an inner deck 26 is lowered by one stage by being bent, and is arranged with a clearance between a lower part of a footstep side surface of a handrail panel 1 and itself. A fastener 27 is screwed from above in a part lowered by one stage of an edge part on the handrail panel side of the inner deck, and fastens the inner deck and a holder. The packing 28 is embedded between a side surface formed on the footstep side of the part lowered by one state of the inner deck and a lower part of the footstep side surface of the handrail panel, and is constituted by being compressed and held by the side surface of the inner deck and the lower part of the footstep side surface of the handrail panel.
