PROBLEM TO BE SOLVED: To constitute an imaging device to obtain a panning image easily. SOLUTION: The electronic camera includes: an imaging unit which continuously shoots a plurality of images; a storage unit which temporarily stores a plurality of images obtained by continuous shooting using the imaging unit; a moving body detection unit which detects moving body information from the plurality of images, a region division unit which divides a captured image into divided regions of a predetermined size according to the moving body information thus detected, a region decision unit which decides for each divided region whether it is a moving body image divided region or a static body image divided region, a moving body image selection unit which determines a moving body image divided region as a reference, a position alignment unit which aligns the position of the moving body image divided region, a static body image selection unit which selects one static body image divided region sequentially in time series among the plurality of images for each divided region aligned by the position alignment unit, and an image composition unit which creates one image by combining a moving body image divided region selected by the moving body image selection unit and a static body image divided region selected by the static body image selection unit.
