<P>PROBLEM TO BE SOLVED: To solve: a problem of image quality degradation due to dot gain in multi-valued error diffusion; and a problem of image quality degradation in a multi-valued changeover part. Ž<P>SOLUTION: An output image result of excellent image quality can be obtained by saving memory and by solving a problem of image quality degradation due to dot gain by converting a value after the decimal point of an ideal gradation value to area gradation in gradation conversion in error diffusion and gradation conversion in multi-valued error diffusion, improving gradation properties in multi-valued error diffusion by setting a threshold value in accordance with an input value, and solving a problem of image quality degradation in a multi-valued changeover part.
