PROBLEM TO BE SOLVED: To provide a heat insulating waterproof structure and a heat insulating and waterproofing method for a structure using a resin foam with excellent heat resistance. SOLUTION: The heat insulating waterproof structure 1 includes a heat insulating material 3 laminated on an underlayer 2 of the structure, a fixing metal member 4 having a heat-fusing agent on a surface exposed on an obverse side of the heat insulating material 3 and fixed to the underlayer 2 by means of anchoring to fix the heat insulating material 3 to the underlayer 2, and a rubber sheet 5 laminated on the heat insulating material 3 and bonded to the fixing metal member 4 by the heat-fusing agent. The heat insulating material 3 is obtained by foaming a resin composition containing a copolymer (A) comprising an aromatic vinyl unit and a vinyl cyanide unit and/or a copolymer (B) comprising the aromatic vinyl unit and a fatty carboxylic acid derivative unit.
