<P>PROBLEM TO BE SOLVED: To provide a mobile communication terminal and base station switching method, wherein radio communication can be switched to a base station having downlink reception quality and communication rate higher than that of a base station under communication. <P>SOLUTION: A radio signal is received from a base station of a hand-off candidate and on the basis of the number of users acquired from resource allocation information of the radio signal and a frequency resource amount allocated to each user, a predictive communication rate of the base station of the hand-off candidate is calculated. When the downlink reception quality and predictive communication rate of the base station of the hand-off candidate are higher than the downlink reception quality and predictive communication rate of a base station under communication, a mobile communication terminal then transmits a request for switching communication to the base station of the hand-off candidate.
