<P>PROBLEM TO BE SOLVED: To provide a technology for highly precisely performing working processing to the inside of a specific region even in the case of a section where plotting lines approach, or relatively fine plotting elements crowd. Ž<P>SOLUTION: When an operator designates a processing range so that a region to be colored can be included, a target region setting part 22 sets the designated range as the target region, and generates target region data D12. A region division part 23 generates region division data D13 obtained by dividing the target region set by the target region setting part 22 into one or more regions on the basis of plotting elements included in a line drawing. A working processing part 24 selects the region whose area is the largest as a region to be worked from among one or more divided regions by a selection part 241, and generates working data D14 by performing coloring working in a designated color to the selected region.
